Players in Ukraine’s construction market are beginning to look to the future with more confidence: Companies are receving six months’ worth of orders.


According to the State Statistics Service, the business confidence indicator in the Ukrainian construction market in the third quarter of 2025 increased by 2.5 percentage points compared to the second quarter – up to a negative 32.6% indicator. The assessment of the lack of current orders improved by 3.6 percentage points – up to negative 47%. Approximately 51% of the surveyed companies consider their current order volume to be insufficient, while 45% considered it normal for the season. At the same time, 54% of respondents expect an increase in the prices of their services by the end of the quarter. Companies are receiving orders for an average of six months, matching pre-war levels. As well, 37% reported an increase in the volume of construction work performed in the last quarter, whereas 24% reported a decrease. According to the State Statistics Service, the index of completed construction works in Ukraine from January to May 2025 fell by 7.5% compared to the same period in 2024. Engineering construction declined by 22.3% and residential construction by 0.4%, while the non-residential construction segment increased by 21.6%; the share of new construction was 45%.
