Peacekeeping mission in Ukraine: what are the positions of Zelensky and the main allies?
Thursday, February 20, 2025

President Zelenskyy said that in lieu of Ukraine joining NATO, a strong military and the presence of EU and the US troops in Ukraine could be an acceptable security guarantee. What are Ukraine’s main partners’ views on this?
- Britain. The country is ready to send Typhoon fighters to help protect Ukraine’s skies as a way to provide a security guarantee without involving a large number of ground troops. They believe that security guarantees from the US will be the only way to prevent a second Russian attack.
- France. Will not send troops to Ukraine to directly participate in hostilities. The possibility of sending a limited number of experts or troops for use outside the conflict zone is being discussed.
- Lithuania. Said that ending the war in Ukraine may require the deployment of hundreds of thousands of troops to deter future Russian aggression. Lithuania does not rule out the possibility of sending its troops to Ukraine.
- Netherlands. The country’s parliament has supported the idea of deploying peacekeeping forces in Ukraine after a peace agreement is concluded.
- Germany. Despite the chancellor’s statements about the premature nature of these discussions, the German government has announced that it “will not shy away” from sending troops to Ukraine following the war.
- Poland. Believes that Ukraine’s partner countries that border Russia should not participate in a peacekeeping mission, as this could lead to provocation.
- The US. US President Donald Trump is not against the deployment of European peacekeeping forces in Ukraine, but the US will not send its military.
- Canada. The country seeks to play a certain role in ensuring peace in Ukraine after the war. “We want to be part of the talks related to involving more Canadians in the defense of Ukraine,” said Foreign Minister Melanie Joly.
