Over €110B will be needed to conform Ukrainian roads to EU standards.


As part of European integration, Ukraine must adopt specific technical and institutional standards for connecting major cities and EU hubs to align with the requirements of the Trans-European Transport Network (TEN-T). This includes constructing four separate traffic lanes (two in each direction), each at least 3.5 meters wide, to enhance safety, efficiency, and road infrastructure capacity, along with physical separation of directions of travel and restrictions on access from secondary roads. The total cost to fully upgrade Ukraine’s existing TEN-T network to EU standards is estimated at about €110.6B. Upgrading the main TEN-T network, which spans 4,753 kilometers and covers key international corridors, to a two-lane highway with divided traffic is projected to cost approximately €71.3B. Similarly, upgrading the 2,619-kilometer extended network that connects regional centers and border crossings is expected to require approximately €39.3B. This estimate does not include potential expenses for bridges, tunnels, interchanges, land issues, or environmental measures.
