Nearly 80% of foreign investors are interested in Ukraine’s reconstruction.

An EBA survey of member companies shows that 79% of foreign companies with previous interest in Ukraine are drawn to opportunities associated with its rebuilding. Meanwhile, 13% remain undecided, and only 8% show no interest. Among these companies, 49% are already investing in Ukraine, while 40% are contemplating it. Among those considering investment, 23% plan to invest after the war ends, and 17% are willing to start before then.

The most attractive sectors for investment include services (30%), infrastructure, transport, and logistics (25%), construction and restoration (19%), energy and renewables (17%), and agriculture, manufacturing, and processing (17%).

Investors emphasized support measures such as investment guarantees, insurance against military and political risks, as well as tax breaks and incentives.

Those planning to enter the market before the war ends find sectors like construction, reconstruction, services, and infrastructure most appealing. Supporting the formation of partnerships and expanding business contacts are especially important for them.
