NATO member countries have accepted Stoltenberg’s idea of a €100B fund for Ukraine “with a squeal.”

According to diplomats, it is unknown whether the NATO member countries will be able to reach an agreement on €100B in multi-year aid for Ukraine. Several members of the Alliance have stated that the decision may not be easy to make. In private conversations, some officials were more frank, with one diplomat saying, “NATO has neither the budget nor the means to raise such money.”

Hungarian Foreign Minister Péter Szijjártó “firmly stated that Hungary will not support any NATO proposals that could bring the alliance closer to war or change it from a defensive to an offensive coalition.”

The Minister of Foreign Affairs of Spain, José Manuel Albares said that he and the other meeting participants urge caution to avoid duplicating the bilateral aid efforts of the EU and NATO.

Italian Foreign Minister Antonio Tajani said the devil is in the details.

“We need to see how it works for each country,” he said.

Several ministers said they needed to determine the details, including how it would be funded.
