Military support from partners continues, but there are risks.

An additional €4B was added to Germany’s 2024 budget for Ukrainian military aid, doubling the total amount to €8B. The Canadian government appealed to the parliament with a request to allocate $385M for Ukraine. Lithuania announced it would transfer anti-drone equipment and generators to Ukraine, deliver NASAMS air defense systems, and France has promised the latest Akeron MP anti-tank missile systems.

At the same time, the EU plans to spend up to €20B on military aid to Ukraine but has met with resistance from some EU countries, including Germany. They caution against allocating such large sums several years in advance.

Also, funding delays forced the US to limit military aid packages to Ukraine, as the Pentagon only has $1B available to replenish its supplies. The Pentagon urged Congress to approve Biden’s request for $61.4B in aid to Ukraine. Meanwhile, the Biden administration can send $4.9B worth of arms to Ukraine, provided under other powers of Congress.

The Pentagon also announced that the 17th meeting of the Contact Group on Defense of Ukraine is scheduled for mid-November.
