Lithuania has outlined five key elements for Ukraine’s security guarantees.

Lithuanian Foreign Minister Kęstutis Budris stated that security guarantees must include at least five components to achieve a just and lasting peace in Ukraine.
- The first element is long-term EU military support for Ukraine, with at least €40B allocated this year.
- The second element involves the presence of European troops in Ukraine, supported by the US.
- The third element is ongoing pressure on the Russian Federation through sanctions and the seizure of frozen assets.
- The fourth element emphasizes justice through accountability, encompassing both legal responsibility and reparations.
- The fifth element is Ukraine’s expedited accession to the EU, with a target date of January 1, 2030.
Lithuania supports the EU’s proposal to allocate up to €40B in military aid to Ukraine in 2025 and highlights the need for stable funding in the future to prevent another Russian invasion. Budris contends that this funding will enable Ukraine to sustain the combat readiness of its armed forces and deter the aggressor.
