Khmelnytskyi plans to build a 10 MW waste-fired CHP plant.


Deputy Mayor Vasyl Novachok reported that the city aims to develop a thermal power plant that will operate on RDF fuel composed from waste. Preliminary estimates suggest the future CHP will produce two MW of electricity and eight MW of thermal energy. This will help the city save over seven million cubic meters of natural gas annually. The project’s total cost is estimated at €35.78M, with a payback period of 15.6 years.
The official indicated that this could become part of Khmelnytskyi’s broader energy independence program, which involves phasing out natural gas. The initiative is closely linked to a project to build a waste processing complex, for which Khmelnytskyi received financing from the EBRD. The facility will sort waste such as plastic, synthetics, glass, and other combustibles, which will be used to produce the RDF that will power the CHP. The city is currently seeking funding for this project, and its implementation is expected closer to 2030.
