Kellogg suggests that a peace treaty will include “an agreement on the potential loss of territories.”


US Special Envoy Keith Kellogg believes that Ukraine is unlikely to reclaim the internationally recognized borders established in 1991.
“I think they will need some agreement on the potential loss of territories. But it does not have to be officially recognized. There was something called the Wells Doctrine. When the Soviet Union dominated the Baltic countries in 1940, we never acknowledged that they owned these nations. We stated that they were merely under their control,” Kellogg stated.
The US special envoy also implies that concessions might involve reducing or forgoing the use of troops in the future. Kellogg also mentioned that the US will act as a mediator during the Ukrainian-Russian negotiations, attempting to involve all parties in achieving peace in Ukraine over the next 180 days. Europe will not be present at the negotiating table, but its interests will be considered. According to Kellogg, the war in Ukraine should end in less than a year.
