Kellogg: International partners should help Ukraine in rebuilding with a new Marshall Plan.


During a discussion organized by the Yalta European Strategy (YES) on the eve of URC2025, US Special Envoy Keith Kellogg recalled how, after World War II, the US launched the Marshall Plan for Europe. “I think we should do the same for Ukraine. This will be a very difficult task,” he said.
Kellogg noted that the current situation is very challenging, and achieving a ceasefire to end Russia’s war against Ukraine is essential. He praised Ukraine’s president and his team for their efforts during peace talks and for agreeing to a ceasefire, even if unilaterally.
On the sidelines of URC2025, President Zelenskyy met with Kellogg in Rome and discussed arms supply and strengthening Ukraine’s air defenses, as well as purchasing American weapons and joint defense production localized in Ukraine. They also emphasized the importance of sanctions on Russia.
“We hope for the passage of the bill by Senators Graham and Blumenthal in the US Congress. This is something that can undoubtedly make Russia think more about peace,” the president noted.
