Kallas remains hopeful about receiving support from EU members for a €40B aid package for Ukraine.

The head of European diplomacy, Kaja Kallas, continues to collaborate with EU member states on her €40B military assistance initiative for Ukraine.

“The EU High Representative has proposed a plan to ensure comprehensive support for Ukraine, including military aid, and we are discussing it. We have a responsibility to ensure that Ukraine is a strong state, which is why we must urgently enhance all measures. Last year, we provided Ukraine with over €20.5B in military assistance, and we need to do much more in light of the current challenges,” said EC spokeswoman Anitta Hipper.

She emphasized that the EU is not abandoning the concept of planned contributions from each member state based on its gross national income.

Kallas’ plan has faced resistance because the willingness to make economic sacrifices for Kyiv varies significantly among EU countries. Indeed, southern European countries, located much farther from the Russian threat, show less interest compared to those in the east or north. However, even France, the bloc’s largest military power, has refused to grant its approval for the aid package.
