Japan has already provided Ukraine with $6.3B since the beginning of the invasion: The Ministry of Finance anticipates continued support.
The Minister of Finance of Ukraine, Serhii Marchenko, stated: “Ukraine is systematically strengthening its financial capacity, increasing the internal revenues of the state budget. At the same time, international assistance is necessary to ensure that all priority expenditures are financed on time and in full. Overall, since 2022, budget aid from Japan totals $6.3B, of which almost $1B is provided as grants.”
Marchenko noted that he expects to maintain budgetary support from Japan and expand their partnership in the reconstruction of Ukraine. Japan’s experience in implementing and managing reconstruction projects is valuable for Ukraine. Potential cooperation in supporting Ukraine’s private sector through access to preferential financing is under consideration.
Japan has provided the second largest amount of financial support among countries after the US and the fourth among all international partners after the EU, the US, and the IMF). Grant funds from Japan are directed to the rapid restoration of transport and critical infrastructure and the provision of equipment for humanitarian demining.
