International financial organizations will use the State Digital Recovery Management System to monitor reconstruction.

The World Bank, the EBRD, the EIB, and the Development Bank of the Council of Europe agreed on a joint approach to procurement in Ukraine. According to the Ministry of Infrastructure, the corresponding memorandum approved using Prozorro for the projects they finance. In addition, the intention to use the State Digital Ecosystem for Recovery Management (DREAM) has been declared.

“Both systems can ensure confidence in the reconstruction process in Ukraine. We are working to ensure that Prozorro is approved as soon as possible to conclude contracts with high cost and complexity. And the implementation of DREAM will make the reconstruction process fully accountable and improve interaction with international donors,” commented Minister of Infrastructure Oleksandr Kubrakov.

All donor organizations are expected to provide a wide range of information to DREAM. This will allow joint supervision of restoration projects.
