In Ukraine, this year’s reconstruction funding deficit stands at $10B.

According to Prime Minister Denys Shmyhal, in 2025, with donor support, the government allocated nearly $7.4B for priority reconstruction. However, the financing deficit for reconstruction needs this year is approximately $10B.

“This year, we identify the key areas for joint work of the Ukrainian Donor Platform as: budget support, sustainable financing of infrastructure reconstruction, housing, energy, economic development, and attracting investment on the path to the EU,” he stated.

This year, the budget requires $39.3B in international support, and Ukraine has assurances from its partners that this need will be met. Shmyhal also noted that Kyiv will secure €100M for reconstruction in the water supply and wastewater sector from the European Investment Bank through the Ukraine Facility, though the total amount required for these purposes amounts to $11B.
