In September, Ukraine attracted $2.8B in grants and preferential financing from its international partners.
Grant funds comprised more than 40% of the total volume of financial assistance. Among the donors in October 2023 were the EU with $1.6B (concessional financing) and the US with $1.15B (grant).
Funds from the EU are the ninth tranche within the framework of large-scale macro-financial assistance to the Multi-Donor Trust Fund of the World Bank (MDF) for 2023. The total financing volume under the MDF program is €18B, of which Ukraine has already received €15B.
The grant from the US is part of the fifth additional financing within the framework of the World Bank’s PEACE in Ukraine project. In 2023, Ukraine has received $10.9B in grant funding from the US.
International aid is directed to financing priority expenditures in the state budget to provide social protection for the population, humanitarian needs, education, and health care. In total, in the 10 full months of 2023, the Ministry of Finance of Ukraine has attracted about $35.4B in external financing for the urgent needs of the state budget.
