In 2026, the total amount of preferential mortgage financing will rise to ₴25B.


Ukrainian officials announced plans for a significant increase in funding for the popular mortgage program eOselya for 2026. As a result, the funds allocated to this state program will reach ₴25B ($600M), comprising ₴15B ($350M) from the state budget and ₴10B ($243M) from non-fiscal sources, including ₴8.5B from microfinance organizations.
These figures have been corroborated by Ukrfinzhitlo. “Ukrfinzhytlo’s updated Strategic Development Plan for 2025-2029 states that consumer mortgage lending will total ₴25 billion in 2026”, the organization explained.
Last year, 8,515 loans totaling ₴14.6B were issued under the e-Housing program. In 2025, 3,831 loans worth ₴7B have already been granted, and the plan for this year is to issue 10,000 loans totaling ₴18B. Experts suggest that e-Housing will continue to be the primary lending driver in the primary market. Over the program’s entire duration, 18,694 Ukrainians have received preferential loans totaling over ₴31.1B.
However, the program mainly operates in the capital and the Kyiv region. In the first seven months of the year, nearly 2,200 loans were issued there, accounting for 57% of all contracts signed since the beginning of the year.
