In 2024, Ukraine nearly reached its bioethanol export quota to the EU for the first time.


The Customs Committee of the Verkhovna Rada indicated that Ukraine exported 99,300 tons of bioethanol last year, with 62% sourced from private facilities, three of which contributed to 38% of the total export volume. Among the 17 operational bioethanol plants in Ukraine, which have a combined production capacity exceeding 420,000 tons annually, 12 have been privatized recently. The main drivers behind the growth of bioethanol production include:
- oil and gas companies replacing Russian methanol with Ukrainian bioethanol
- the practice of delivering consolidated bioethanol batches to the EU (minimum 10,000 tons)
- utilizing gasoline trucks for bioethanol exports to EU refineries, which then allowed for return trips loaded with gasoline for Ukraine
- eliminating quotas for bioethanol exports to the EU and enforcing a mandatory 5% bioethanol blend in Ukrainian gasoline
Last year marked the first time since the signing of the association agreement with the EU that Ukraine fully utilized its annual quota of 100,000 tons for bioethanol supplies to the EU. According to the revised trade terms, Ukrainian producers can supply 58,000 tons of bioethanol to the EU from June until the end of the year.
