How to find a compromise? How does the US perceive the territorial issue in the context of ending the Russo-Ukrainian war?

According to Keith Kellogg, the US President Donald Trump’s Special Envoy for Ukraine, Russia will not relinquish the territories it has already occupied. However, these territories are not legally recognized as Russian. Kellogg pointed out that the Russians have occupied the entire Luhansk region, while the Donetsk, Zaporizhzhia, and Kherson regions are only partially occupied. Thus, the question arises regarding the nature of Russia’s territorial gains. In this situation, as Kellogg highlighted, it is crucial to discern what constitutes actual control versus legal control over the territory.

“The international community does not recognize these territories as part of Russia. Such complex discussions still need to be held,” the US special envoy remarked.

Kellogg emphasized the need to find an option that would satisfy both sides and consider the desires of both Kyiv and Moscow.

“Then it’s worth aligning these positions and identifying an option that may satisfy both parties. However, of course, neither side will get everything they want,” Kellogg concluded.
