France wants to be part of the logistics, energy, and telecommunications recovery in Ukraine.

France is committed to facilitating the participation of French companies and other stakeholders in Ukraine’s reconstruction. In addition to concessional loans, export insurance, and military risks, France is supporting sectors that are essential for Ukrainian resilience in the medium and long term. Several concrete measures have been implemented:
- Saarstahl Rail supplied 20,000 tons of rail to Ukrzaliznytsia to repair over 150 kilometers of railway through a concessional loan of €37.6M.
- A memorandum was signed between Alstom and Ukrzaliznytsia to supply locomotives.
- A memorandum was concluded between EDF, Energoatom, Schneider Electric, and DTEK on the modernization of Ukraine’s energy infrastructure.
Meanwhile, French company Grolleau is ready to invest €10B to restore and modernize Ukraine’s telecommunications infrastructure that has been damaged by Russian military action. The company has signed a corresponding agreement with the Ukrainian government, which currently involves estimating the cost of general fiber-optic coverage and restoring 4G stations near the front line.
