France and Britain are drafting Ukrainian security guarantees, while Germany discusses establishing a fund to boost Ukraine’s defense and provide assistance.

French President Emmanuel Macron stated that France and Britain have created a plan to offer security guarantees to Ukraine, which may involve deploying European troops on Ukrainian soil. During a meeting with US President Donald Trump, Macron mentioned that the plan might include sending European troops to Ukraine, but they would “not necessarily be placed on the front lines”; instead, they would be in the country “as a guarantee.”

Meanwhile, Germany is contemplating the establishment of a new fund to bypass strict borrowing restrictions in order to increase military spending and provide support to Ukraine against rising threats. Germany’s incoming Chancellor Friedrich Merz has initiated discussions with the Social Democrats to swiftly approve a special defense spending package worth up to €200B ($210B). This initiative aims to strengthen the nation’s defense capabilities in response to Russian aggression. Three primary options are under consideration: establishing a new fund, enlarging the existing fund by €100B, or modifying the debt brake to allow increased defense spending and Ukrainian aid.
