Editor’s Note:

A new session of the Verkhovna Rada has opened, and a top priority is adopting a state budget for 2022. This will be complex enough, but another critical issue is the second reading of a bill introduced by President Zelensky on reining in the hitherto seemingly omnipotent oligarchs who for long have dictated not only economic but also political conditions. The classic filibustering techniques are being employed and we await to see if and how they will be circumvented.
