From my moderator’s seat at yesterday’s EU Energy Day conference, I could picked up the prevailing mood and message: Ukraine should recognize and react fast to the EU’s new green rules. Policy zig zags and political gridlock will leave Ukraine behind. Unfortunately, one quick way to create consensus for action is to let a few brownouts and blackouts to happen.
