Das neue Kabinett der Ukraine nimmt dem Bürgermeister von Kiew, Vitali Klitschko, seine Macht an der Spitze der Stadtverwaltung. Traditionell hat der gewählte Bürgermeister der Hauptstadt beide Ämter inne. Da mit Kommunalwahlen erst 2020 gerechnet wird, kann die Trennung der beiden Funktionen die öffentliche Verwaltung weiter verschlechtern. Nach fünf Jahren als Bürgermeister wird Klitschko zunehmend kritisiert, weil er Staus, auf Gehwegen geparkte Autos, Graffitis an Gebäuden und im Winter gefährlich eisige Gehwege nicht bewältigt.
