CEB has allocated €300M to support Ukrainians who have lost their homes due to the war and to assist IDPs.

Additionally, the Council of Europe Development Bank (CEB) has provided Ukraine with a €100M loan under the HOME project, which will be used for compensation through housing certificates under the eReconstruction program. These certificates are issued to specific categories of citizens in order to buy new homes to replace those destroyed by Russian aggression. CEB funding is supplemented by a €10M EU grant, provided through the Ukrainian Investment Platform.

In the second half of 2024, CEB approved a €100M loan, enabling support for around 3,000 families. As a result of Russian aggression, over 300,000 housing units have been damaged or destroyed in Ukraine.

Meanwhile, the CEB has allocated a €200M loan to Ukraine to provide housing and basic support to 1.2 million internally displaced persons across the country. Currently, about 4.6 million IDPs are registered in Ukraine.
