A German-funded preferential mortgage loan program for internally displaced persons in Ukraine has issued more than 1,000 loans.


Throughout the two phases of the Housing for Internally Displaced Persons program, a total of 1,053 loans has been provided. The German government contributed €42.5M in funding and has untilized it completely, according to the Ministry of Community and Territorial Development.
They noted that the program is being executed with grant funds from the German government via the KfW development bank. KfW offers preferential mortgage loans to IDPs who have lost their homes or were forced to leave due to the war. Loan terms include a fixed interest rate of 3%, with repayment periods of up to 30 years.
In May 2025, the Ukrainian government signed a €50M agreement with the Council of Europe Development Bank to extend the program. This extension will enable approximately 1,100 more displaced families to buy their own homes under favorable terms.
