Ukraine requests that the EU delay some Ukraine Facility reforms.

The Cabinet of Ministers approved amendments to the Ukraine Plan, which outlines Ukraine’s obligations it must meet in order to receive funds through the European assistance program, totaling €50B. These amendments were prepared in cooperation with the European Commission’s Directorate-General for Enlargement and the Eastern Neighborhood Policy (DG ENEST). Economy Minister Oleksiy Sobolev gave his assurance that this is a planned process, and with the updated plan Ukraine can complete certain steps faster than initially expected.

The Verkhovna Rada stated that in the updated plan, the government suggests delaying some of its obligations. Ukraine expects the EU to approve the revised plan by September, enabling it to report for the third quarter of 2025 according to the new schedule. These amendments will allow Ukraine to fully implement the plan without missing deadlines.

EC spokesman Guillaume Mercier confirmed that the plan changes are due to objective circumstances and are permitted by regulations, as the original plan was based on a scenario where the war might conclude by the end of 2024. Therefore, the EC is prepared to evaluate Ukraine’s amendments.
