More resources for defense: Zelenskyy signs decree to audit state budget spending.

President Zelenskyy has signed a decree aimed at reducing bureaucratic procedures and initiating an immediate audit of state expenditures. The president emphasized that he expects concrete results from the Ukrainian government within a month. The main goals are to redirect state’s resources toward defense needs and strengthen the country’s stability as much as possible.

According to the decree, the Cabinet of Ministers must undertake the following actions, considering their powers and the threats to national security:

  1. Review how state agencies operate to eliminate duplicated functions, unnecessary responsibilities, and inefficient use of the budget and personnel
  2. Implement deregulation to remove unnecessary state rules that hinder businesses and unjustifiably interfere with entrepreneurial activity
  3. Prepare a list of regulatory acts that require modification

Overall, by September 1 2025 the Cabinet of Ministers is required to submit proposals demonstrating how to improve government operations during martial law, use the budget more effectively, reallocate funds for defense, support businesses, and enhance citizens’ well-being.
