Energy system integration: Ukraine’s parliament approves draft law on unification of Ukrainian and EU electricity markets.

The Ukrainian Parliament adopted in the first reading a draft law that establishes the foundations for the phased integration of Ukraine’s electricity market into the EU’s single energy space. This draft law is based on nine key EU regulatory acts governing energy markets and aims to align Ukrainian legislation with European standards. The main goal is to create a transparent, competitive, and safe environment for all participants in the electricity market.
The proposed changes pave the way for Ukraine’s full integration into the EU energy system based on the principle of reciprocity – where Ukrainian companies will have the same access to the European market as European companies have to Ukraine’s.
Implementing the draft law will help to:
- create new opportunities for Ukrainian businesses
- unify Ukraine’s spot markets with those of the EU
- boost market liquidity
- simplify electricity trade with the EU
- better utilize interstate connections
- increase the energy system’s flexibility
