Which ally provides the most support to Ukraine?

Over more than three years of the full-scale war, at the end of April 2025 the main providers of aid to Ukraine have remained unchanged: the US, the UK, and Germany. Meanwhile, Estonia, Denmark, and Lithuania allocate the largest percentage of their budgets.

According to analysts, the countries that have contributed the largest amounts of aid since January 2022 are:

  1. The US – €114.63B
  2. The UK – €19.27B
  3. Germany – €15.92B
  4. Japan – €10.74B
  5. Canada – €10.36B

Additionally, Baltic and Scandinavian countries continue to contribute the largest share of their GDP, bearing a proportionally greater burden than larger economies.

As percentages of GDP, the leading contributors are:

  1. Estonia – 2.63% in direct aid, plus 0.39% to EU aid
  2. Denmark – 2.58% and 0.38%
  3. Lithuania – 1.92% and 0.35%
  4. Latvia – 1.54% and 0.37%
  5. Sweden – 1.29% and 0.35%

Thanks to these contributions, EU institutions have provided €61.18B in support. However, Iceland, Turkey, New Zealand, and Hungary have refrained from providing support to Ukraine.
