Ukraine and the EBRD are working together on nine energy projects.

Ukraine’s Minister of Finance, Serhiy Marchenko, and Mark Bowman, VP of the EBRD, have agreed to continue these initiatives, which are aimed at strengthening Ukraine’s energy security. During their meeting in Kyiv, they reviewed the progress of ongoing projects and explored the potential for further cooperation in the energy sector. Currently, the EBRD finances nine energy projects out of the 14 operating in the public sector, amounting to a total of €2.7B.

Notable progress includes a guarantee agreement signed in April 2025 to provide NJSC Naftogaz of Ukraine with €270M to ensure a smooth heating season in 2025-2026. Since 2022, the EBRD has allocated €994M for emergency gas purchases to support heating seasons from 2022 through 2026. Overall, since the onset of the war through the end of 2024, the EBRD has secured over €7B for essential projects in Ukraine, with a substantial portion focused on restoring energy infrastructure.
