The US and Ukraine have outlined their respective proposals and conditions to end the war.

The US and Ukraine, along with their European allies, are suggesting a complete ceasefire, and Kyiv insists on the release of all prisoners.

The US draft contains vague language stating that Ukraine will receive “reliable security guarantees” from European countries and interested non-European states. It also suggests that Ukraiune abandon its NATO membership ambitions, but not EU membership.

Ukraine seeks security guarantees, particularly from the US, akin to NATO’s Article 5, although there is no consensus on Ukraine joining the Alliance.

Ukraine and its allies refuse to accept any restrictions on the Ukraine’s military or the presence, armament, and operations of friendly foreign forces in Ukraine. Kyiv will discuss territorial matters only after a full and undisputed ceasefire and the establishment of a line of control.

The US, however, proposes de jure recognition of the Russian Federation’s control over Crimea and de facto control over the other occupied territories while returning part of the Kharkiv region to Ukraine. Both documents anticipate the return of the Zaporizhzhia NPP to Ukrainian control with US involvement (the US alone suggests distributing electricity between both parties), as well as Kyiv and Washington signing a mineral agreement.

The US plan includes the lifting of sanctions against the Russian Federation and political and economic cooperation with the country.

In contrast, Ukraine and its allies suggest easing sanctions only after achieving stable peace and reinstating them if the agreement is violated. The US plan vaguely references the restoration of Ukraine and financial compensation. Ukraine, on the other hand, seeks compensation from Russia, specifically through the Russian Central Bank’s European-held frozen assets.
