Trump’s latest offer to Ukraine would require Kyiv to agree to Russian occupation.

US President Donald Trump is preparing a “final offer” for Ukraine to end the war, which would require Kyiv to give up the territories that are currently occupied by Russia. Ukraine considers the US offer as too favorable for Russia, as the US offers the following concessions:

  1. Legal recognition of Crimea as part of the Russian Federation
  2. De facto recognition of the partial occupation of the Luhansk, Donetsk, Zaporizhzhia, and Kherson regions
  3. A promise that Ukraine will not become a member of NATO but may join the EU
  4. Lifting sanctions targeting the Russian Federation that have been imposed since 2014
  5. Expanding economic cooperation with the US, in the energy and industrial sectors

For Ukraine, the US offers:

  1. A “reliable security guarantee” in the form of a special group of peacekeeping forces from European and non-European countries
  2. Part of the Kharkiv region, which is under Russian control, would be returned to Ukraine
  3. Unimpeded passage of the Dnipro River along the front line
  4. Compensation and assistance in reconstruction

Other proposals include:

  1. The Zaporizhzhia NPP would be considered a Ukrainian facility, but run by the US, with electricity supplied to both Ukraine and Russia.
  2. The US and Ukraine sign an agreement regarding the extraction of rare earth metals.

The plan also calls for an immediate ceasefire and direct talks between Ukraine and Russia. US Vice President JD Vance said the US would withdraw from further peace talks if the proposals it had made to parties in the conflict were not accepted.
