The US states that Ukraine’s funding hinges on Zelenskyy’s commitment to peace. Will the Ukrainian budget be able to cope without US assistance?


US Secretary of Commerce Howard Lutnick remarked that Ukraine will not receive funding unless President Zelenskyy actively “strives for peace.” He emphasized that the US was prepared to sign a minerals agreement, but the Ukrainian delegation did not travel to Washington with peace in mind.
The Verkhovna Rada Tax Committee indicated that Ukraine’s needed external financing, projected at $42B for 2025, has not yet been fully sourced. While Trump can potentially influence the IMF and the World Bank, Ukraine is currently receiving the necessary funds for this year’s non-military expenditures.
Ukraine is devoting almost all of its domestic resources to funding its war efforts. Kyiv’s main concern is how to manage the cessation of US weapon supplies. This could lead to a significant increase in military spending, creating a need to boost domestic revenues. Considering this, the parliamentary committee recommends halting all non-military spending and initiatives funded by domestic resources.
