Zelenskyy proposes security guarantees based on the existing 28 bilateral security agreements.

This year should mark the beginning of genuine and reliable peace, President Zelenskyy stated on February 24, the third anniversary of the Russian invasion of Ukraine.

“Putin will not grant us this peace as a gift; he will not offer it in exchange for anything. We must achieve peace through strength, wisdom, and unity in our cooperation with you,” the president remarked.

In his view, security guarantees “are the key to peace” and can be supported by Ukraine’s current bilateral agreements with its partners. Zelenskyy emphasized that peace can only arise from “considerate diplomacy and unequivocal security guarantees.”

The president noted that Ukraine already has 28 bilateral security agreements with its partners. These represent clear commitments that strengthen Ukraine, and it is essential to build a system of security guarantees on this foundation.

“And building upon this initial foundation, we must collaboratively create an effective and sufficient system for security, ensuring guarantees for a just and lasting peace for Ukraine and all of Europe,” the President of Ukraine concluded.
