Which industries in Ukraine are experiencing the most severe personnel shortages?

In 2024, the largest worker shortfall in Ukraine occurred in the education sector, where around 25,000 experts were needed, according to the State Employment Service. In second place is the manufacturing industry, with 9,000 vacancies. The accommodation and catering sector ranks third, requiring 3,000 more staff members.

The primary reasons for the personnel shortage include the reduced labor supply due to the war, population migration, and conscription of both men and women into military service. Additionally, significant economic changes have exacerbated structural unemployment. Numerous professions are facing a critical shortage of available workers, while current job seekers often lack the necessary skills and qualifications. Previously, women made up 55% of the unemployed, but this figure has now risen to 81%.

By January 2025, the most noticeable lack of personnel was once again in the education sector, which needs another 1,500 individuals. As of February 19, there were 217,000 vacancies listed on the Single Vacancy Portal, which consolidates data from the State Employment Service and six leading Ukrainian employment websites.
