In 2024, Ukraine received almost $5.5B through USAID: how will Kyiv react to Trump’s suspension of funding?
The Ukrainian USAID office suspended funding for all programs and projects following a presidential order. In the 2024 budget year, more than $5B was allocated for Ukrainian programs, with $4.2B going to government programs. Last year, Ukraine received $3.9B of the US’ macro-financial assistance through USAID, which went to the general budget as part of a US $60B support package.
Since 2022, USAID has provided Ukrenergo with almost $130M and $250M for energy projects in Ukraine in the past two fiscal years and $650M for humanitarian assistance. Last year, $140M was allocated for economic development, particularly in the agricultural sector. USAID is also a donor to the Ministry of Digital Economy.
In response, the Ukrainian President announced that Kyiv will implement some critically important programs using internal funds. Key areas include energy projects, distributed generation and other resilience programs for Ukrainian communities, veteran initiatives, and the construction of border crossings.
