The government will create mechanisms to stimulate housing construction in Ukraine.

Prime Minister Denys Shmyhal has tasked relevant state structures with developing effective methods to promote housing construction in light of the destruction and damage to 10% of Ukraine’s housing stock due to the war.

Currently, the state’s preferential lending program, eOselya, is aimed at the primary market and serves as a key driver for the construction industry. Since October 2022, over 15,000 families have utilized it, securing loans totaling ₴24.5B ($580M). The Ministry of Economy reported that this year’s target is to issue an additional 10,000 mortgages.

Meanwhile, a 28-unit apartment building has been constructed in Tyachiv, Transcarpathia, where families of displaced workers from the Lamella state enterprise reside. As businesses continue to relocate to Transcarpathia, the demand for housing construction remains strong. In response, local authorities are currently seeking entrepreneurs to facilitate the construction of new apartment buildings for relocated employees. This initiative will address housing needs while supporting local infrastructure development and the region’s economy.
