While Ukrainians continue to flee the war, European countries are cutting back on support for refugees.

In 2024, Ukrainian citizens made more than 30.1 million border crossings, with about 2% (443,000 people) not returning, 230% more than in 2023. In total, over the almost three years of the war, around three million Ukrainians have left and not returned to the country. This is approximately the same number that was recorded in the 11 years before the invasion (2011-2021), when the number of non-returns was 3.3 million people.

In turn, Norway has expanded the list of Ukrainian regions that it considers safe. That is, residents of these regions will no longer be able to receive collective protection. In addition to the six western regions, eight more have been added to the list: the Cherkasy, Chernivtsi, Khmelnytskyi, Kirovohrad, Kyiv (region, not city), Poltava, Vinnytsia and Zhytomyr regions.

It should be noted that the number of Ukrainians with temporary protection status in EU countries increased by 36,010, to 4.23 million people as of November 30 2024. The largest absolute increase was observed in Germany (+11,915).
