The IMF adds more beacons to Ukraine’s updated memorandum.

The National Anti-Corruption Bureau audit was postponed from the end of September to the end of January 2025, and changes to the Criminal Procedure Code were delayed from the end of October 2024 to the end of December 2024. These are among the new beacons that have been added to the memorandum:
The newly added beacons with a deadline by the end of 2024:
- reform of the Accounting Chamber
- to form Ukrenergo’s supervisory board with mostly independent members
- amend law-making legislation to strengthen the independence of the National Commission for Regulation of the Energy Market and cancel state registration of the commission’s normative legal acts
There are also new beacons for 2025:
- changes to the Budget Code to allow the Ministry of Finance to verify that all state investment projects have passed the necessary assessment and selection
- government approval of the methodology for evaluating state investment projects
- election of a new Director of the Economic Security Bureau of Ukraine
- registration of a tax reporting law for operators of digital platforms
- appointment of the head of the State Customs Service and heads of regional customs by the end of June
- Submission of a budget declaration following the parameters agreed upon with the IMF
