Europe is not interested in returning Ukrainian refugees to their homeland.

Emigration from Ukraine will continue. According to immigration specialist Andriy Haidutskyi, this is influenced by such factors as:

  1. High difference in wages. Salaries in Poland are 300% higher, in Britain – 600%, in Germany – 700%, in the US – 1,100%.
  2. Continued support, specifically for newly arrived Ukrainians, in developed countries, which is used to attract new employees, consumers, and taxpayers.
  3. Activation of military operations in certain regions; power outages

Therefore, according to Haidutskyi, other countries will not contribute to Ukrainians returning home because the EU is solving its critical labor shortage problem. In addition, Ukraine’s refugees are only at the beginning of the migration cycle – some have started to study, some to work, and some to accumulate savings for future business in Ukraine.

The entire migration cycle lasts an average of 3–15 years. Given this, it will be challenging to implement the Marshall Plan for Ukraine without the involvement of foreign migrants.
