The cost of restoring Ukraine will be at least 200% higher than the previous $157B estimate.

The head of the Parliamentary Committee on Urban Development, Olena Shulyak, noted that according to preliminary estimates, more than 50% of Ukraine’s housing stock was destroyed or damaged, and some cities have almost no residential buildings left. Therefore, decisions on their restoration must consider many factors.

She said that since the full-scale invasion began, Ukraine’s total direct losses exceed $157B. Among all Ukrainian regions, the Donetsk region is the most affected, where total losses are $37.3B, the Kharkiv region – $30.2B, and the Luhansk region – $17.1B. The largest share in the total amount of direct damage comes from residential buildings – almost $59B, and infrastructure – almost $40B.

At the same time, Shulyak noted that the cost of restoring Ukraine will be at least 200% more expensive than the amount of damage. According to the latest estimates from the World Bank, the total cost Ukraine’s recovery is $486B over the next decade.
