Ukraine will not lose the remaining $6B in aid from the US, as it is a funding mechanism, not a source of funds.
With the end of the US fiscal year on September 30 approaching, Ukraine will not lose the opportunity to receive aid supplied through the Presidential Drawdown Authority mechanism, as in practice, these funds are intended to replenish US military reserves of the arms transferred to other countries in the form of aid.
“PDA is an authority, not a source of funding. It is a mechanism that allows the head of the White House, bypassing Congress, to quickly transfer weapons to a foreign country, military equipment and ammunition from the Pentagon’s warehouses. Only then the reserves of the Ministry of Defense will be replenished using funds laid in the budget for the fiscal year,” experts explained.
Thus, from the remaining funds, Washington can supply Ukraine with additional air defense equipment, armored personnel carriers, missiles, and shells for this amount. And that aid is added to the cap set by Congress for the next fiscal year.
