The parliament prepared customs reform at the IMF’s request.

Restarting the State Customs Service is one of the IMF’s beacons and a priority for Ukrainian businesses and international partners. It is proposed that customs be reformed by restarting the Bureau of Economic Security, and holding a new search for the selection of a director with the involvement of international organizations. The competitive search process will be announced two months after the adoption of the draft law.

Another important item in the draft law is the re-certification of all employees. The committee is still debating its terms. Customs Reset is a new IMF structural beacon that was added to the program in June of this year. The deadline is October 2024.

According to the specialized council committee, the state budget loses from ₴100B to ₴120B ($3B) every year due to inefficient customs operations. However, all estimates are approximate since cash flows are estimates from the shadow market.
