Ukraine’s allies should introduce a duty on imported Russian goods to compensate Ukraine for war damages.
Partner countries should introduce a special duty on the import of Russian or Russian-related oil and other products and transfer the money to a compensation fund for damages caused to Ukraine, according to the parliamentary committee on legal policy.
It is noted that the Register of Losses is already operational and is the first component of a comprehensive international compensation mechanism for losses. Therefore, the next step should be the creation of a compensation commission to consider applications and determine the amount of compensation for our citizens.
Then, the third stage would be the formation of a fund, which would distribute assets from various sources and ensure compensation payments. These sources could include confiscated Russian assets, contributions, grants from partner countries, and Ukraine’s post-victory economy.
However, since the Russian Federation’s sovereign assets are insufficient to compensate for all losses, the committee emphasized that additional funds should come from companies and individuals connected to Russia who are under sanction.
