The government launches tax reform in Ukraine.
The Ukrainian Parliament registered a draft law on restarting the State Tax Service. The text of the draft law has not yet been published, but its main provisions were announced by its co-authors, Yaroslav Zheleznyak and Danylo Hetmantsev.
The document changes the procedure for the competitive selection of the head of the state tax service. The tender commission will consist of nine members appointed by the Cabinet of Ministers, five of whom will be selected by proposals from international organizations.
It is also proposed to introduce an annual external audit of the Tax Service’s effectiveness. Adverse audit results will be a basis for dismissing the head of the state tax service.
Furthermore, after the election of a new manager re-certification of all employees must be completed, in particular regarding the issue of integrity.
The draft law also provides for a higher salary for tax officers.
