Ukraine must stop the accumulation of debts in green energy payments because it harms investment.

Ukrainian wind farm finishes first step of construction.

Wind power generators in the field

The situation with debt in the renewable energy market is still critical, so the state should find ways to solve this problem and prevent it from becoming an obstacle to attracting investment in the green generation construction in Ukraine, commented the Ukrainian Wind Energy Association (UWEA). It is noted that Ukraine’s total debt to green electricity producers still exceeds ₴35.8B ($880M).

The association reports that the chain of debts to RES producers begins with Ukrenergo, which owed the state enterprise Guaranteed Buyer for service to ensure an increase in the share of electricity production from RES by about ₴29B ($700M) due to the insufficient level and incomplete payment of the electricity transmission tariff by other market participants.

Therefore, UWEA expects the National Energy Commission to adopt an economically justified transmission tariff for Ukrenergo for 2025. Investors are also urged to continue work on finding financial sources and ways to improve the electricity market’s liquidity.
