The level of Ukraine’s shadow economy decreased by 1% in the first three quarters of 2021 from 32%, stated the Ministry of Economy. The share of the shadow economy decreased the most in the real estate sector – from 44% to 30% for the year, which led to a reduction in losses in the industry and increased consumption. For the same reasons, the level decreased in the transport sector by 10%, in the processing industry by 9%, and in the mining industry by 8%. The shadow market grew more only in the financial sphere. It increased its share by 3% up to 30% due to the growth of losses of the sector by 442% annually. According to the Ministry, the processes of de-shadowing of the economy in Ukraine are constrained by the low level of protection of property and intellectual property rights, low level of liquidity of the stock market, and protection of investors’ rights.
