In response to structural challenges in the labor market, demographic changes, and the consequences of war, Ukraine is developing an employment strategy.

The main goal of the initiative is to promote economic development by reducing unemployment, ensure equal access to quality jobs, and create a flexible, inclusive employment system. It is predicted that the unemployment rate will be 10.9% in 2025. Last year, 389,000 people were registered as unemployed, while the actual number of individuals without work is significantly higher.

The future strategy will address several key areas:

1. Creating new jobs by supporting small and medium-sized businesses, attracting investment, and developing social entrepreneurship
2. Professional reorientation and advanced training aligned with current market needs
3. Enhancing inclusivity in the labor market, particularly through flexible and remote forms of employment for youth, women, veterans, and people with disabilities
4. Reforming the employment service: digitalizing services, updating the Labor Code, and establishing effective cooperation with employers

The results of a labor market study and the concept’s initial version is planned for June, with the final version of the employment strategy expected to be published in the fall of 2025.
