Zelenskyy will prepare his Victory Plan before the Peace Summit, but Russia refuses to attend.

Ukraine seeks to hold a second peace summit before the US elections, and Russia will receive an action plan to end of the war.

The Victory Plan, which Ukraine will present to its partners, will finally be ready at the beginning of November. It envisages quick and concrete steps by Ukraine’s partners by the end of December and the strengthening of our state, President Zelenskyy said during a conversation with journalists in Kyiv. He emphasized that no such Minsk-3 solution is feasible because, in a few years war will return to Ukraine again, and this cannot be allowed.

He also characterized the Chinese-Brazilian initiative as a political icebreaker designed to derail any diplomatic decision in favor of justice for Ukraine based on the UN charter and favorable for Russia. Zelenskyy emphasized that the inaugural Peace Summit was held to discuss any and all proposals and initiatives regarding peace openly.

“We are ready to see Russia at the second summit. Because Russia is fighting against Ukraine, and there cannot be an end to the war without one of the parties,” added the president.

However, Russian Foreign Ministry spokeswoman Maria Zakharova said Russia will not participate in the second Peace Summit.
