The meeting between Volodymyr Zelenskyy and Joe Biden at the German Ramstein Air Base will not occur due to hurricanes in the US.

At the Ramstein meeting, Zelenskyy was expected to demonstrate a change of attitude regarding a possible end to the war. Ukrainian officials are ready to admit that an endgame must come into play. During the Ramstein meeting, the Ukrainian president planned to enlist the support of allies for his Victory Plan but continued to reject any territorial concessions.

Although the pressure from Ukraine’s allies for a more concrete plan has increased, it is necessary to determine how the war can end and to look more closely at a diplomatic path to resolving the conflict. Ukraine’s direct invitation to join NATO is a potential trump card for negotiations involving the Kremlin. However, bilateral security guarantees from the US will also effectively duplicate Kyiv’s membership in the Alliance.

However, Moscow is categorically against Ukraine’s membership in NATO, so it is unclear what formula will help bring all parties to the negotiating table.
